Designer Bruno Faidutti describes Captain Pirate this way on his website: "It's a short and fast-paced card game. Its main originality is that players cannot launch an expedition alone and always have to get help from another player in order to gather a pirate team and put off the sea. This means it's a kind of team game with ever-changing teams in which each partner is always trying to double-cross the other -- a good piracy atmosphere."
To give a bit more detail about the game: The card deck consists of 42 pirates in six colors, with five parrots as jokers. Each player starts with four cards, and on a turn, you either take two actions from four possibilities (such as drawing a card, exchanging cards with another player, or looking at someone's hand) or you launch an expedition. to do this, you choose another player and say that you're playing 1-4 cards of a color. If that player accepts your job offer, he plays enough cards to put five cards of that color on the table, with each player keeping one of those cards and the active player earning one of the six treasures available. If the player refuses to join the expedition, the active player must discard the cards played. The game ends once all the treasures have been claimed, then the player with the highest total of treasures and pirates wins.
